First of all click on the Gradient tool and draw over some gradients like:-
Now apply Plastic Wrap by clicking on Filter // Artistic // Plastic Wrap and use the following options:-
After that apply Poster Edges located in Filter // Artistic // Poster Edges and use the following options:-
Apply that two filters and the gradient you will get something like:-
Now click on Filter // Sketch // Halftone Paper and use the following options:-
Press Ctrl + B to add a different color to it, and use the following options:-
Click on the Custom Shape Tool select the Star and add it at the center of the image:-
Now click on Filter // Blur // Motion Blur and add the following options:-
Add your text over it, and you are done :) :-
